The proposal seems to be along the lines of a qualified democracy, like in the old days of the United States. e.g. only males, married, whites, landowners, etc (not sure if all are correct). Except the suggested requirements are different for our group.
The alternative would a priesthood but I see two problems with this. First, I have my criteria for what would qualify as a priest and no one here does (including me). Second, we don't have enough people for an oligarchy ratio to make sense. For example if we wanted a legislative/executive combo and wanted to vest the power in 3 people to maximize distribution of power then this would be 50% of our group. I would rather a priesthood be something like 10%.
There's another rule I think makes sense, but I don't know what a reasonable approach is.
My suggestion would be to mandate x amount of annual meeting attendance. There are two reasons for this:
1) If Mikraite law is based on Biblical law then someone should understand the context for a rule suggestion. The more they understand the better. Of course we could mandate that someone must read the whole Old Testament but I'm not sure if this is a better rule. If someone attended x number of meetings a year then over time their gaps of knowledge would fill in.
2) I think people should be informed of events and issues. If someone strategically drops in only at votes then they'll be uninformed.
