split rule #2

I would like to split rule #2.  We currently have:

1.  Keep the Sabbath
2.  Dress modestly and have no tattoos
3.  Make the Declaration

Splitting #2 would give us:

1.  Keep the Sabbath
2.  Dress modestly
3.  Have no tattoos
4.  Make the Declaration

I had a combined #2 because dressing modestly and having no tattoos are based on the same concept.  But actions are more important than concepts.  We can discuss this.
