The role/act of YHWH's judgement in the Old Testament

The old testament often frames YHWH as being the cause of detruction and construction. Some trasnlation, especially in Isaiah translate it as "creator of good and evil".

Isaiah 45:7 KJV: "I form the light, and create darkness: I make peace, and create evil: I the Lord do all these things."
Isaiah 45:7 LSB: "The One forming light and creating darkness,
Producing peace and creating calamity;
I am Yahweh who does all these."

However, this is poetic. Isaiah is poetic. The word used is רַע, "Ra" in context is used for destruction. This is echoed thru other passages such as in the book of Lamentations and Amos.

AMOS 3:6 KJV: "Shall a trumpet be blown in the city, and the people not be afraid? shall there be evil in a city, and the Lord hath not done it?"
Amos 3:6 LSB: "If a trumpet is blown in a city will not the people tremble?
If a calamity happens in a city has not Yahweh done it?"
(Same root word in hebrew used.)

Lamentations 3:38-9 KJV: "Out of the mouth of the most High proceedeth not evil and good?
Wherefore doth a living man complain, a man for the punishment of his sins?"
Lamentations 3:38-9 LSB: "Is it not from the mouth of the Most High
That both calamities and good go forth?
Why should any living person or any man
Complain because of his sins?"

Most of the Old Testament is really just the isrealites being spanked by God for being sinful. This is why we have so many explanations in scripture of why and how God punishes them. This is very expressed in Amos where God flat out says he doesnt care about their feasts and festivals if they dont act according to his commandments.
