Who is the least scummy developer today?

I would make my vote for George Hotz, but I have not read his code.

I don't know who George Hotz, so I had to look him up.  His website is here:

Apparently he makes horrible music.  And the HTML source for this page is a mess.  What exactly is good about him?

For one he has created a self driving system that runs off of a smart phone, and that can be used with many modern cars..  Just comparing what Tesla has done with billions, compared to what Comma-AI has done with millions is impressive for one.

He was also recently hired by Twatter, to help with the codebase for 60-90 days, which seems to imply that he may be better than the average developer, but Musk did not want to refaactor, so the relationship did not work out.

I have watched some of his live coding sessions, and he seems skilled in AI , and advanced topics.

And I like his personality, seems like a centrist type that views the world rationally

I don't know much about AI or his smartphone system, so I can't judge that.  He may be smart, but that doesn't mean that he isn't scum.

Being hired by any Silicon Valley company tends to mean that one is scum because Silicon Valley is pure scum.

I don't know anything about his personality other than his horrible song on his website.  I can judge by code, so if he has any open source code, I can look at it.

The code looks okay, nothing that stands out.  But I am not a Python expert.  Maybe OmegaKV can comment since he knows Python better.
