Imagine a society where every person is assigned a designated authority figure which they have to report to every day and obey whatever they say. If your authority figure tells you to do 10 jumping jacks, then you must do 10 jumping jacks, or else your authority figure has the right to kill you. Authority figures are selected based on how charismatic they are. People who make charismatic hand gestures when they speak are deemed to be a good fit for the authority figure role.

I find people who make hand gestures when they speak annoying. Same kind of annoying as the ones who smile frequently. They come off as dumb and weak personality-wise. The opposite of what I would call authority figure.

The smile and make hand gestures because they know it is effective when manipulating people. This makes them ideal authority figures because the elites want people like this to control the masses.

Most of them do it because it comes naturally for them. The sociopaths that do it for manipulation purposes are relatively rarer and more intelligent.
